Program Overview
The Non-Profit Community Pest Control Grant Program provides grants to non-profits to address pest infestations in two streams. The first stream is for non-profit organizations that require financial assistance to undertake education, treatment, and prevention activities required to eliminate pests. The second is the Homelessness Support stream which supports non-profits group working with tenants for whom managing pests is a barrier to acquiring or maintaining housing.
Eligibility
Stream One: Non-profit organizations that have experienced pest activity in the past 6 months can access grants for treatment and prevention costs. Organizations can access grants for education to raise awareness and methods to limit the spread of pests. Public institutions such as schools, prisons and hospitals, as well as private businesses, are not eligible for funding.
Stream Two: Homelessness Support stream grants are available to non-profit service providers that work with clients to secure and maintain adequate housing. Clients of service providers under the Homelessness Supports stream can reside in private, non-profit, or subsidized housing.
How much grant funding can my organization get?
Stream One: Non-profit organizations can receive up to $2,000 per application ($3,000 if related to the purchase, repair or replacement of a commercial washer and/or dryer). Multiple applications are permitted to an annual maximum grant of $9,000 per organization.
Stream Two: Homelessness Support grants have a maximum of $5,000 per application with no annual limit on the number of grants received or number of clients supported (subject to funding availability).
What pest activity is eligible?
The program provides funding to eradicate bed bug, cockroach, and rodent activity.
What types of activities are eligible?
The following activities and expenses are eligible for the Education, Treatment, and Prevention Stream:
- The costs associated with hiring a professional pest control firm to inspect or treat for eligible pests.
- Purchase of non-chemical controls and products used to prevent or address infestation such as mattress covers, storage containers, monitoring traps, double-sided sticky tape, and, rodent traps.
- Purchase or rental of equipment used for pest prevention and control. Examples include: industrial strength dryers, vacuums and spot steamers.
The following activities and expenses are eligible for the Homelessness Support stream:
- Professional cleaners and furniture moving;
- Support services to address clutter and hoarding;
- Professional pest control treatment of unit and/or contents;
- Other relevant goods and services as approved by Manitoba Housing.
The following activities are not eligible for the Education, Treatment, and Prevention Stream:
- Work that can be reasonably be done by the organization or tenant, not including chemical treatments (see below).
- Services which do not address a specific infestation or continue indefinitely (e.g. weekly cleaning of a unit without a set end date)
Activities that are the duty of the landlord under the Residential Tenancies Act are ineligible for both streams.
Please note:
Self-treatment, if applied incorrectly, can be costly and ineffective and can lead to the spread of bed bugs to unsuspecting neighbors. Professional extermination services are recommended.

How will qualified organizations be compensated for their costs?
After applications are approved, organizations will be required to submit receipts and/or proof of payment for all expenses in order to be reimbursed. The program is not responsible for costs associated with products or services incurred or received before an approval is granted. Cheques must be made payable to an organization, not to an individual.
How to Apply
- The program receives applications on an ongoing basis until the program budget is fully committed. The intake cycle typically begins in April and ends in March of the following year.

- Complete the Non-Profit Community Pest Control Grant Program Application form. A complete application package includes the following documents:
- Non-Profit Community Pest Control Program Application * New Form
- Non-Profit Community Pest Control Program Application - Homelessness Support * New Form
- Completed Manitoba Distribution Agency (MDA) Order Form (if applicable)
- Following a review of the application, an approval letter is issued indicating the approved amount, approved items and the date by which receipts are to be sent to the program for reimbursement. Manitoba Distribution Agency (MDA) order forms received with applications that are approved will be forwarded to the Prevention Materials Program on your behalf.
- Receipts and other required documents will be reviewed for eligibility based on your approval letter and the reimbursement issued to your organization. For materials purchased through the Prevention Materials Program, we will make the payment directly to MDA on your behalf.
- You may be contacted to provide confirmation of non-profit status during the year as part of the Non-Profit Community Pest Control Grant Program's auditing process.
