Introduction

The Manitoba Emergency Management Organization (EMO) coordinates and manages emergencies and disasters on behalf of the provincial government.

  • Overseeing emergency preparedness.
  • Managing, directing, and coordinating the response of all Manitoba government departments to a major emergency or disaster.
  • Supporting recovery efforts following an emergency or disaster.
  • Implementing mitigation strategies to reduce the impacts over time.

Manitoba EMO works with emergency management partners and local authorities before, during and after disasters and emergencies to ensure effective collaboration, coordination, and communication.


A central coordinating body ensures clear and consistent direction and communication with partners and stakeholders in mitigating against, preparing for, responding to, and recovering from emergencies and disasters.


Manitoba EMO started in 1959 to design emergency plans for dealing with events related to nuclear attacks. Over the years, the focus shifted towards local emergencies. In the fall of 1996, the organization was combined with the Manitoba Disaster Assistance Board to form the Manitoba Emergency Management Organization. The focus then grew to include the four phases of modern disaster management - mitigation, preparedness, response, and recovery. In 2001, the organization was renamed the Emergency Measures Organization and then returned to Manitoba Emergency Management Organization (EMO) in 2023.
