• Manitoba EMO is responsible for the administration of two provincial acts, The Emergency Measures Act and The Emergency 911 Public Safety Answering Point Act.
• The Emergency Measures Act
• The Emergency Measures Act outlines the duties and responsibilities of public sector agencies during an emergency, the requirements for emergency plans by local authorities and others, the use of additional powers to deal with an emergency, and the provision of Disaster Financial Assistance by the provincial government. Our Minister is appointed pursuant to this Act.
• The Emergency 911 Public Safety Answering Point Act outlines the operation and administration of 911 emergency call services in Manitoba. The Act establishes guidelines for the creation and maintenance of Public Safety Answering Points (PSAPs) which are the facilities responsible for receiving 911 calls and dispatching emergency services such as police, fire and ambulance.
• Regulations:
• The Local Authorities Emergency Planning and Preparedness Regulation provides direction on emergency management roles and responsibilities and requirement of municipalities to plan and prepare for the safety of their community.
• The Disaster Financial Assistance Policy and Guidelines (Private Sector) Regulations were developed to provide fair, consistent and transparent direction on financial assistance to private sector applicants for uninsurable loss and damage caused by disasters.
• The Disaster Financial Assistance Policy and Guidelines (Public Sector) Regulations were developed to provide fair, consistent and transparent direction on financial assistance to public sector applicants (i.e. local authorities) for uninsurable loss and damage caused by disasters.
