Four operating guidelines govern the operation of the Red River Floodway. Guidelines 2, 3, and 4 can raise water levels above natural at the floodway channel inlet, causing artificial flooding. In such cases, the Manitoba government compensates individuals who experience physical or economic damages through the Red River Floodway Compensation Program.
Compensation programs were delivered in 2002, 2004, 2005, 2010 and 2019.
