Inspections - Elevator and Lift Devices
Under The Elevator Act, the elevator inspection program is structured to allow Inspection and Technical Services to focus resources where they are needed most.
In addition to inspecting and permitting passenger and freight elevators, the inspection program includes escalators, dumbwaiters, hand-powered elevators, personnel hoists, ski lifts and handicap elevators.
In order to ensure that all elevating devices are safe for operation, Inspection and Technical Services assesses each installation according to its age, maintenance condition and history, inspection history and the inherent risk based on its type and determines how long the elevator may be operated between inspections. Higher risk installations are issued six month operating permits while those with proven records in stable environments may be permitted for up to three years.
Effective October 1, 2019, Inspection and Technical Services will be implementing the following adjustments to the Elevators Program pertaining to new installations and major alterations of elevating devices, specifically:

Submission Requirements
In an effort to reduce delays in getting drawings approved and to have them back to you sooner, the following requirements:
- Complete and Submit ITS ED Form 01 - Application for Installation of New or Altered Elevating Device.
- One (1) application is required per elevating device.
- Billing information - The name and address of the entity and/or agent acting on their behalf, where the invoices will be mailed.
Please note that for new installations, the initial invoice and certificate will go to the installer, all subsequent invoices and certificates will be mailed to the billing address you provide on the form. - Owner information - The name and address of the entity and/or agent acting on their behalf, where the subsequent code violation letters, if any, will be mailed once the initial permit has expired.
- Submit two (2) sets of drawings per elevating device, including one certified original stamped by a professional engineer registered to practice in Manitoba, which includes layout, plan, and elevation views of the elevating device and/or parts, showing all pertinent information necessary to demonstrate conformance with the regulation and applicable codes. - In accordance with the Elevator Act and Regulations, no person is permitted to start a new installation, re-installation, or major alteration, of an elevating device without first submitting drawings and specifications to Inspection and Technical Services.
The purpose of these requirements are to improve the administrative processes. The accuracy of the application form will help in eliminating miscommunications by ensuring we receive the correct information, and accurate data is being entered into our systems, which will reduce wait and processing times.
- Incomplete submissions, incorrect information, and use of any previous versions of the data form will be automatically rejected and sent back to the submitter.
- All fields must be completed.
- The Elevator Act and Regulations state drawings are required for major alterations and will need to be included with submissions.
Inspection Fees
Fees related to issuance of elevating device permits are found in the Elevator RegulationWhere an inspection is requested and found to be unsatisfactory, there will be a charge of $85 per hour plus travelling expenses. Installers will be required to complete violations and receive subsequent inspection(s) until it is deemed satisfactory for operation. Once an inspection is deemed to be satisfactory and has met the applicable codes and regulations in place, installers will be invoiced a fee for permit based on the type of elevating device. Upon receipt of payment, ITS will issue the permit to the installer allowing them to operate the elevating device for a period of 12 months after the date of issue.
Notice:
- A final, approved inspection is required prior to use. All phases of construction affecting the elevator will need to be completed before the final inspection is requested.
- There will be no exceptions or special accommodations made for construction use of elevating devices. All elevating devices, including those for construction use, must have a valid permit.
- The Elevator Data Sheet Checklist must be fully completed and available on-site prior to the inspector's arrival.
Example Scenarios
Scenario #1 - Inspection adheres to codes and regulations and no additional inspections are required.
- Installer will be invoiced the fee for permit and will be issued a permit upon receipt of payment.
Scenario #2 - Inspection passes with minor deficiencies, however, the installer is required to resolve deficiencies and a re-inspection is required.
- Installer will be invoiced fee for permit and will be issued a permit upon receipt of payment.
- Upon completion of deficiencies, a re-inspection will take place at a charge of $85 per hour plus travel expenses.
Scenario #3 - Inspection is found unsatisfactory, as a result subsequent inspection(s) are required.
- Client will be invoiced $85 per hour plus mileage as a special inspection request.
- Upon completion of violations, an initial inspection will take place and installer will be invoices a fee for permit and will be issued a permit upon receipt of payment.
