Manitoba Labour Management Review Committee


The Committee comprised of representatives of business and labour provides a forum for discussion of labour and management issues. The Committee's mandate is to promote a harmonious labour relations climate and to foster effective labour management cooperation in support of the economic and social well being of Manitobans. When legislative changes are contemplated by the government, the LMRC generally acts as a consultative body.

2022

Review of National Day for Truth and Reconciliation

On March 9, 2022, the Minister of Labour, Consumer Protection and Government Services requested that the Labour Management Review Committee provide input on how Manitoba should recognize the National Day for Truth and Reconciliation in Manitoba.

Review of Manitoba's Minimum Wage

On June 2, 2022, the Minister of Labour Consumer Protection and Government Services requested that the Labour Management Review Committee provide input on a potential increase to Manitoba’s minimum wage, above the schedule increase mandated by the Employment Standards Code.

2017

Review of Various Employment Standards Issues

On August 23 and September 20, 2017 the Minister of Finance requested that the Labour Management Review Committee provide advice on a number of employment standards-related issues, including child employment permits, director’s refusal to hear frivolous and vexatious claims, minimum wage for security guards, and a potential exemption from entitlement to minimum standards for junior hockey players.

2016

Proposed Changes to The Labour Relations Act - Secret Ballot Votes

On June 2, 2016 the Minister of Finance requested that the Labour Management Review Committee provide advice on a proposal to make secret ballot votes mandatory before a union can be certified.

2015

Review of Manitoba’s Minimum Wage

The Labour Management Review Committee was asked by the Minister of Labour on February 23, 2015 to conduct a review of Manitoba’s minimum wage, with a view to submitting recommendations for a change to the minimum wage to take effect in Fall 2015.

2014

Extensive Review of Manitoba’s Minimum Wage, Minimum Wage for Security Guards, Protection for Temporary Help Workers and Timeframes for Hearings and Decisions of the Manitoba Labour Board

The Labour Management Review Committee was asked by the Minister of Labour and Immigration on January 9, 2014, to review and provide recommendations on the following:  Manitoba’s general minimum wage; implementation of regulated wage for security guards; enhanced protections for persons employed by temporary help agencies; and measures that can be taken to ensure timeliness of proceedings before the Manitoba Labour Board.

2012

Proposed Changes to The Employment Standards Code – Unpaid Leave for Parents of Murdered or Missing Children or Parents of Gravely Ill Children

On April 26  and August 30, 2012, the Minister of Family Services and Labour provided The Manitoba Labour Management Review Committee with the opportunity to review and make recommendations on unpaid leave for employees who are the parents of murdered or missing children, or the parents of gravely ill children.

Proposal to Repeal Provisions under The Employment Standards Code – Sub-Minimum Wage

The Manitoba Labour Management Review Committee was ask to provide their input and make recommendations on the proposal to repeal the provision under The  Employment Standards Code that gives the Director of Employment Standards authority to issue a permit to allow persons with a disability to be paid less than the provincial minimum wage while working.

Proposed Changes to The Retail Businesses Holiday Closing Act

The Minister of Family Services and Labour asked The Manitoba Labour Management Review Committee on April 17, 2012 to provide advice on the issue of Sunday shopping in Manitoba.

2011

Proposed Changes to The Pension Benefits Act

On February 22, 2011, The Manitoba Labour Management Review Committee was asked by the Minister of Labour to provide comments on proposed changes to The Pension Benefits Act recommend by the Pension Commission of Manitoba. Recommended changes would improve enforcement processes, provided for a new multilateral pension agreement that would provide for a more streamlined approach for administration for plans with members in more than one jurisdiction.

Essential Services During a Work Stoppage in Health Care

The Minister of Labour asked The Manitoba Labour Management Review Committee on January 31, 2011 for their feedback on proposed legislation to cover essential services during a work stoppage in health care.

2010

Extensive Review of The Employment Standards Code Review and Section 87.1-87.3 of The Labour Relations Act

As requested on September 20, 2010, The Manitoba Labour Management Review Committee had the opportunity to review and make recommendations on the issue of amending The Employment Standards Code (the Code).  Issues that were considered were: Individual Flex-time Agreements; Averaging permits – hours of work for a workplace or occupation; Climate Controlled Agricultural Businesses – holiday pay; Termination for “just cause” and Deductions from employees’ pay for payroll errors and unpaid cash advances.

As required under Section 87.4 of The Labour Relations Act (the Act), the Labour Management Review Committee also considered sections 87.1 - 87.3 of the Act pertaining to alternate dispute settlement following a work stoppage of at least 60 days.

Employment Standards Code Review – The Retail Businesses Holiday Closing Act

The Committee reviewed a proposal to amend The Retail Businesses Holiday Closing Act to expand shopping hours on Boxing Day when it falls on a Sunday.

The Firefighters and Paramedics Arbitration Act

The Labour Management Review Committee considered proposed amendments to The Firefighters and Paramedics Arbitration Act. This addressed including the coverage of all unionized firefighters employed by municipalities both full-time and part-time, and the municipalities that employ them, be covered under the Act.  This was agreed to unanimously.

Employment Standards Code Review – Citizenship Leave

On September 20, 2010, the Minister of Labour requested the Labour Management Review Committee to consider amending The Employment Standards Code to provide for unpaid leaves of absence for workers to attend their Canadian citizenship ceremonies. 

Employment Standards Code Review –Unpaid Organ Donor Leave

The Labour Management Review Committee was asked by the Minister of Labour, to review and make recommendations on amending The Employment Standards Code to provide for unpaid leaves of absence for workers for purposes of organ donation.

Employment Standards Code Review – Non-Profit Camps

On January 12, 2010, the Minister of Labour requested the Labour Management Review Committee to review an issue concerning non-profit camps in Manitoba.  Manitoba did not have provisions under The Employment Standards Code for camp counsellors, unlike most jurisdictions.

2009

Comprehensive Review of Manitoba’s Minimum Wage

On May 14, 2009, the Minister of Labour requested the assistance of the Labour Management Review Committee in conducting a review of Manitoba’s minimum wage provided for under The Employment Standards Code.  The Committee considered all factors that they determined relevant in developing new minimum wage recommendations.  The Committee reviewed historical trends in the purchasing power afforded by the legislated minimum wage here and in other jurisdictions, as well as trends in the proportion of the labour force working for wages at or near the minimum wage.  In assessing the minimum wage level, the Committee remained sensitive to both the needs of workers and the ability of the economy to remain competitive in the Canadian and global marketplace. 

Labour and management caucus members consulted extensively with stakeholders and members of their respective organizations throughout the process. 

Review of Section 87.1 – 87.3 of The Labour Relations Act

On October 1, 2007, the Minister of Labour requested the Labour Management Review Committee to review and report on the operations of Section 87.1 to 87.3 of The Labour Relations Act (the Act). These sections of the Act contain provisions for alternate dispute settlement following a work stoppage of at least 60 days.
